REQUIREMENTS FOR APPLICATION FOR A MINERAL PROCESSING LICENCE
Application
- Application form for Mineral Processing Licence
- Proof of financial capacity including; Detailed statement of the assets and liabilities signed by the applicant, or, in the case of an applicant which is a body corporate;
- certified copies of the balance sheet and profit and loss account of the previous financial year of the applicant, incorporating the results of the last financial year, and which have been audited by the company’s auditors, including every document required by law to be annexed or attached to the certified copies;
- a copy of the certified audited report of the applicant detailing the financial resources available to the applicant to undertake the activities under the mineral processing licence;
-a certified bank statement from the applicant’s bank or financier reflecting available financial resources to execute the mineral processing activities.
- proof of appropriate technology
- a plan and layout of the mineral processing facility
- a certificate of approval of environmental and social assessment issued under the National Environment Act, 2019;
- Proof of technical competence of the applicant including certified copies of academic documents and curriculum vitae indicating relevant qualifications and experience of at least 3 years of the leading technical personnel to undertake the planned processing activities
- A statement of the applicant's knowledge and experience in mineral processing;
- An environment management plan;
- waste management plan in accordance with the National Environment Act, 2019;
- Written proof of surface rights including compensation, relocation and resettlement plan, where there shall be land acquisition for setting up a processing plant and displacement of persons;
- tax clearance from the Uganda Revenue Authority to MEMD
- Certified copy of certificate of incorporation of the company (if Company)
- Certified copy of the memorandum and articles of association (if Company)
- Board resolution of the company

- 1,000,000/= registration fees
- 5,000,000/= Licence fees
- 1,000,000/= mineral rent annually
- 500,000/= for application for renewal of MPL
- 650,000/= for gazetting grant of MPL

- a plan and layout of the mineral smelting facility
- proof of appropriate technology
- proof of financial capacity including; Detailed statement of the assets and liabilities signed by the applicant, or, in the case of an applicant which is a body corporate;
- certified copies of the balance sheet and profit and loss account of the previous financial year of the applicant, incorporating the results of the last financial year, and which have been audited by the company’s auditors, including every document required by law to be annexed or attached to the certified copies;

- proof of appropriate refining technology
- proof of financial capacity including; Detailed statement of the assets and liabilities signed by the applicant, or, in the case of an applicant which is a body corporate;
- certified copies of the balance sheet and profit and loss account of the previous financial year of the applicant, incorporating the results of the last financial year, and which have been audited by the company’s auditors, including every document required by law to be annexed or attached to the certified copies;
- a copy of the certified audited report of the applicant detailing the financial resources available to the applicant to undertake the activities under the mineral refining licence;

- Base metals; copper, cobalt, lead, nickel, aluminium, zinc, iron, molybdenum, magnesium, bismuth, cadmium, titanium, zirconium, chromium, uranium, tin (cassiterite), columbite (niobium), tantalite (tantalum), wolfram (tungsten), beryllium, antimony, manganese and other substances of a similar nature
- Industrial Minerals; limestone, diatomite, kaolin, bentonite, silica sand, gypsum, marble, feldspar, granite, graphite, pozzolana, phosphate, dolomite, barite, talc, lithium, laterite, mica, magnesite, vermiculite and salt, which are commercially mined by a person or industrially processed into finished or semi-finished products and any such other minerals as the Minister may from time to time declare by notice published in the Gazette, to be industrial minerals;
REQUIREMENTS FOR APPLICATION FOR A GOLDSMITH LICENCE

- Valid MDL or Mineral Right
- Filled form 52 of the Mining and Minerals (Licensing) Regulations, 2023
- Where minerals are not from Uganda, an export permit or any other related documents issued by the relevant government department from the country of origin
- Proof of payment of royalty for minerals where applicable
- Certificate of Origin where applicable
- Certificate of Analysis authenticated by the country of origin
REQUIREMENTS FOR IMPORT PERMITS

- Valid MDL for the right group of minerals
- Filled form 54 of the Mining and Minerals (Licensing) Regulations, 2023
- an export permit from originating country
- a pre-shipment document
- a certificate of origin
- ICGLR certificate, where applicable.
Statutory Fees
- 1,000,000/= Application fees
- 1% of the prevailing price on the London Metal Exchange or any other metal exchange or market for precious metals, precious stones and base metals as permit fees
- 4,000 per tonne for Industrial Minerals as permit fees
- 2,000 per tonne for Clinker or semi-processed industrial minerals as permit fees
REQUIREMENTS FOR A MOVEMENT PERMIT
